Delbert M. Terrell Jr. is a retired Fleet Master Chief, with more than 36 years of experience leading, advising, and developing organizations in complex, high-stakes environments where trust, accountability, and performance are essential. He began his Navy career as a Construction Electrician and went on to serve in some of the Navy’s most senior enlisted roles, including Director of the U.S. Navy Senior Enlisted Academy, Force Master Chief of the Naval Construction Force (Seabees), and Fleet Master Chief for Personnel, Manpower, and Training (N1 - MyNavy HR).
Throughout his career, Delbert served globally, including multiple combat deployments to Iraq and Africa, and held assignments with the White House Communications Agency, Commander, Naval Activities Spain. He routinely advised senior flag officers and civilian executives on leadership, readiness, talent management, training, and quality-of-life initiatives impacting over 300 hundred thousand service members and families.
Following retirement, Delbert continues to work as a consultant, senior advisor, and leadership coach. His focus is on leadership development, and organizational effectiveness. He brings a grounded, people-centered approach shaped by decades of operational leadership, policy influence, and executive-level advising.
