CAVU International is pleased to be represented at ROG.e 2026, taking place September 21–24 at Riocentro in Rio de Janeiro, Brazil.

ROG.e brings together leaders and experts from across the global energy industry to exchange ideas around technology, sustainability, energy transition, innovation, and the people and culture shaping the future of the sector. The 2026 Congress includes a dedicated People, Culture, and Society track alongside technical and strategic programming from across the energy value chain.

On Thursday, September 24, CAVU’s Claudio Lima will present the paper:

“People Management and Leadership in High-Risk Operations: From Individual Character to Team Resource Management.”

The presentation will take place during the People Management, Leadership, and Culture session from 11:10 AM–12:10 PM in Room 08.

From Individual Performance to Team Performance

In high-risk environments, technical expertise alone is not enough to ensure consistently safe and effective operations. Performance is also shaped by the way people communicate, make decisions, exercise leadership, manage workload, recognize risk, and work together when conditions become complex or uncertain.

Claudio’s presentation will examine the connection between individual character and leadership behavior and the broader systems that enable teams to perform effectively.

A central focus will be Team Resource Management, an approach designed to strengthen how teams use all available resources, including people, information, procedures, equipment, and experience, to improve decision-making and operational performance.

Rather than viewing leadership simply as a position or title, the discussion will explore leadership as a set of behaviors that influence how teams communicate, coordinate, challenge assumptions, and respond to changing conditions.

Strengthening the Human Side of High-Risk Operations

For organizations operating in high-consequence environments, developing capable individuals is only part of the equation. Those individuals must also be able to function as part of resilient, coordinated teams.

Building that capability requires more than procedures and technical training. It requires an intentional focus on leadership, communication, human performance, and the culture in which work is performed.

These principles are at the heart of CAVU’s work with organizations around the world: helping teams create the behaviors, systems, and leadership practices that support reliable performance before an incident occurs.

About Claudio Lima

Claudio Lima serves as CAVU’s Regional Business Development Manager for Latin America and brings decades of experience in leadership, high-risk operations, maritime safety, and organizational performance. A graduate of the Brazilian Naval Academy, Claudio became the first Brazilian military officer to graduate from the U.S. Navy SEAL program and later commanded the Brazilian Naval Special Warfare Group (GRUMEC), where he helped develop counterterrorism and hostage rescue doctrine.

Following his military career, Claudio transitioned into the private sector, providing consulting, training, and auditing services across maritime and offshore operations. He has also served as a consultant to the International Maritime Organization and spent eight years leading safety and operational efficiency coaching initiatives throughout Latin America. He holds a postgraduate degree in Offshore Systems Engineering from the Federal University of Rio de Janeiro, combining deep operational experience with a strong understanding of the offshore energy environment.
